well I tried and the plug did come out dry... So I put a bit of gas in the cylinder but it just revved as if I had the choke on... I did make sure to try turning down the idle before hand.If you don't know it's history and it now won't start maybe time for a service.
Fresh plug and fuel can do wonders.
You say you pulled choke on it revved - so it starts on choke but won't idle when off?
I would be betting on a clogged up pilot jet, but you need to work out where the problem lies.
Still won't start?
You need to work out if it is electrical, fuelling or compression problem.
Do you have spark when you kick it over?
Does the spark plug electrode get wet with fuel when trying to start?
If the plug is dry try putting a cap of fuel down the plug hole and try starting.
Try above and post back what you find.
