I'd like to keep mud from collecting on the front of the head. I realize a longer fender may impede air flow to the head so some sort of shrouds to divert air towards the head will be used as well.

I had considered just mounting a plate to the front of the frame and then adding some shrouds but a nifty CRF250/450 front fender might fit and give me a more racer look too boot!

Yes. the 250/450 fender bolts right up. I run them on both my 230s

I was able to get a current CRF450R front fender mounted. Clears the frame and won't contact the front wheel with the forks fully compressed.
