cliffnotes: city of costa mesa and a private partner want to buy the fair grounds from the state for $96 million plus all the debt the place already carries so there is no further burden to taxpayers with this proporty. a group of latino caucus members wants to stop this because costa mesa has claimed to be a rule of law city, mearly upholding laws already in place...just saying they will. the developers the caucus members would rather see buy the proporty will develop the land, no more fair, and the state tax payers still pay off the debt of the fairgrounds.
