recently just bought new fork seals to put in my o4 crf250, when i went for my manual it was ruined, long story. anyways, what is correct stock fork oil level?

Also, Are there tech info for rims, i think my hub is off center. only noticeable on smooth surfaces. if it is off center can i loosen all the spokes...finger tighten them, then torque 1 skip 2 til im done? or is there something else to do.
