Clutch inner hub lock washer

I have a 2004 CRF 250R and am in the process of putting the clutch back together. My question is about the lock washer with the two tabs that interlock with the inner hub. I bought a brand new lock washer and put it in exactly like the manual said and everytime I tried to tighten the lock nut the lock washer wanted to turn and then one of the tabs would bend. I would take the nut off and bend the tab back and try again. Needless to say, I'm to ride Friday and I just finished paying $30 for overnight shipping in order to get some more shipped to me from California. What is the secret to prevent this from happening?

Do you have the 18 x 32 washer behind the lock washer? Just making sure....

Try wire wheeling the backside of the nut, make sure there is no residue on it. Then dunk all 3 in oil. The flat washer, then lock washer, then hub nut.

What are you torquing it to?

The washer is behind the lock washer and I'm only trying to torque it to 51 ft/lb. It stays at first, but then when it starts to get tight it wants to turn therefore bending the tabs. By the way, what's wire wheeling?

Familiar with a bench grinder right?
Usually on one side, the grinding wheel is replaced with a metal wire wheel. It works well for removing oxidation, build up, etc...

I'll assume the nut is clean on the backside. Try dipping everything in oil..
