No. That won't be enough bike.
My wife is 5'4" and she rides a CRF 250X. We had the suspension lowered slightly so she can touch.
If your budget won't allow a 250 4 stroke, get a 125 2 stroke and just have it lowered.

if your going to race get a 250R. the 125's are nice but if i had to choose between the two for racing, the 125 would never get touched. just my opinion. there is one bad thing about the 4 stroke racers... money
they sell lowering links for all of those

how much was it to lower the bike if you don't mind me asking and do you think a yz 250 4 stroke is too much bike

I rode a YZ125 until I bought the 250X. I won't go back. So much less clutch work and a comparatively huge wide power band on the 4 stroke.
I do miss the sound and smell of my 2 stroke and the power hit when it came on the pipe, but not enough to even think about going back to it. (I do enduro/trail stuff, afraid of MX)

We spent about $ 500 on the suspension. $ 200 was just new springs for different weight. I'm sure it could be lowered for $ 200-$300.
Or you could just install a Kouba link for $ 140.00.
The YZ250F isn't too much bike, but it would be quite an increase from what you are used to. My thoughts are that a lack of power gets you into more trouble than too much power.
Look for a 2004-2005 CRF 250R.

take the seat cover off and shave the foam down. i've even heard of people using carpet padding instead of foam since you prolly won't be on the seat much anyways.

search through the postings, i know somewhere i was reading a step by step process on how to cut the seat foam down, im pretty sure you could get two inches max out of it though..
