Hot start problem/lean 06 CRF450R

I've done everything I can think of with the help of JD Jetting over the phone, asking around, internet searches, not sure what else to check or double check.
When I pull the hot start, it makes it too lean and wont start, maybe 10 or more kicks. If it's running and I pull it, it will die, not go up in rpm's like it should. If the choke is on and running rich, the rpm's will go up like normal. I noticed the problem just after I had the head work done, all valves and springs, Kibblewhite, done professionally. Top end/bottom end just a couple weeks before that also.
It starts first kick cold, and warm first or second kick if I don't pull the hot start. It runs great, no bog, Idles good, no popping or backfire. It does have a random hanging idle at times. A couple revs it hangs, a couple more, it comes down like normal. The only other problem is with the hot start. I'll list all that I've done. Not sure what else to do.
It has a JD Jet kit, Flexjet fuel screw, 45 pilot. 200 to 3000 riding area.
Pulled apart carb, jets, gaskets, floating valve, and reamed holes with fishing line, sprayed with contact cleaner, body only, not on rubber parts, and blew out with air.
Valves are correct.
Replaced pilot jet
Confirmed Hot start is clean and operational.
Confirmed choke is operational.
Confirmed clamps are tight on both sides.
Replaced floating valve plate and seal.
Moved needle clip one position richer, which made more bottom end power.
Have had fuel screw 1 to 2 1/2 turns.
It's obviously a lean problem at idle or in the pilot circuit. I guess I could ignore it and just not use the hot start, but, I want it to be right and would like to fix it. Could the hot start plunger be wore out and sucking air past it. I always use fresh fuel and use Bel Ray fuel stabilizer.
Any suggestions on what area to focus on, or to re-check. Frustrated as hell on this one.
