does Honda sell these separately or do I need to buy the whole air screw. Does anyone have the washer and o-ring size and or part numbers?

Agent spoke to you on the phone before with the surging idle, I pulled the air screw like you suggested to see if the tip was broken and stuck in there. I found that the washer and o-ring were missing. Hopefully this will cure the rough idle and surging.

It most definately is the cause of the bad idle and lean condition.

Pulling air through the fuel screw loses vacuum in the carb and keeps the fuel from rising through the pilot.

Good find, replace the parts and problem solved.
