Pilot jet clogged.
Also, sounds poorly jetted for an R. Those numbers are actually small for an X.

when I was at the race a buddy and I cleaned the card out and the jet. I just got back from cms and bought a 165 jet i will install that and see if that corrects the problem.

Did you take out the pilot to clean it? Can't be cleaned by shooting carb cleaner at it. Must be removed and hit with cleaner and compressed air.
The 165 is the main and it isn't even operating until at least 1/2 throttle.
That's the main, not the pilot. The pilot is the 42 and should probably be a 45.

That ought to get the bike running.
For more optimal performance you might consider a JD jetting kit. If you just want to mess around with your own jets, I would think that the main should be somewhere around a 180 for a 450R. The needle should be on the 3rd or 4th clip. 45 pilot and the fuel screw at 1 1/4 turns is a good place to start. The fuel screw will probably need some adjusting out from there to eliminate decel pop and/or bogging.
Good luck.
