Raising up My fork tubes

Hello,

Right now I'm in a fire fight with getting my suspension on my 2006 CRF250X to actually hook up. I must say, the rear end is great! The front though tends to dive and slip around everywhere. The bike rides me, I don't ride it. I'm 15 and I weigh 135 LBS.

To fix my problems I'm gonna start off by:

-Setting my sag

-Putting on new, better tires front and rear


If this doesn't fix my problems, along with the messing around of clickers, how do I raise up my fork tubes accurately?

I get the main idea. Unscrew the clamps, slide them up, tighten clamps back down. But I was wondering if there are any things I should watch out for. Such as, How do I know my fork tubes are secure, and that they aren't gonna come loose and become dangerous? Is there torque amount for the bolts?
