Noises are so hard to diagnose.

There are some positives here, such as the fact that it isn't frozen, and it only happens at a certain spot in the rotation. The engine may be fixable by relatively simple means.

I wouldn't try to start it at all, let's figure out the source first. The cam cover has to come off.

I found what looks like a valve shim in the clutch cover.

Can you post a picture of the item you found ??? , and did removing it stop the click noise ?? , which almost sounded to me like a decompressor sticking .... To post a pic you need a hosting site like IMGUR or something , to post a pic , upload it to the hosting site , then use the link provided for Message Boards and Forums , and paste the link in your post .....

The pictures are not showing up , you are posting the link incorrectly , or using the wrong kind of link for the forum .....

What are you using for a image hosting site ??

If its Photobucket and you are not paying them , they disabled the ability to post pictures in forums unless you pay them $300 a year or something stupid to that effect ... if it is IMGUR then do it like I posted above and it should work , Image Shack is the same pay per use as Photobucket ... which is why I do not use either of them anymore and use IMGUR

Well it would be interesting if it is a valve shim.
The cam cover will have to come off to check the valve clearances.
If it is not missing, then did someone drop it in the motor!

My original post was removed after I tried to edit some grammar issues, so I'm going to repost the info and video.

I just bought a 2014 crf250l that's been sitting for a few years. The o.p. said the bike started making a strange noise and he parked it and let it sit.

I got it home and hooked a battery charger up and turned the motor over and I could clearly hear a strange popping noise coming from what sounded like the clutch area. I pulled the clutch cover off and spun it over by hand and found that the noise actually sounds like its coming from the upper portion of the head.

Sure looks like a shim. The chances of someone dropping an extra shim in here is possible, but much more likely that it is one of the shims that were in service. The cam cover still has to come off, and if the valve train hasn't been pummeled into a mushroom, maybe the bike is just fine.

You did not mention in your redo post , if the noise/click spot the engine had when turning over was still there after removing the part/shim (is what I would guess as well) ???

Update:

I pulled the valve cover and seen that the intake cam was tore up pretty bad.

I pulled the cams and the roller rocker on the intake side is broke.

Sorry I haven't posted an update. I dont necessary like that every post has to be approved and can take up to 24 hours, so I moved on over to thumpertalk.

Only the first 5 (which you have just completed) is subject to approval , the reason for this (unlike TT) is to prevent spammers from inundating this forum with Fake Passport SPAM and Porn , and other stuff that TT seems to not care much about and why those of us here stay and participate here and not TT , that and the crappy attitudes of a lot of "Keyboard Warriors" that have no other purpose but to start a argument seem to thrive on over there .... which is why I quit wasting my time over there years ago , I have received more info here than I ever did at TT ...EVER ... This place is a family and FRIENDLY oriented site and we as users hope it stays the way it is ..... I've decided to try and find another motor instead of rebuilding this one. I can do it, I just dont like building or rebuilding engines.

The bike has been sitting sense 2015, it was a little over a year old. It had been sitting in a barn with a couple goats jumping on and off of it and had goat poop all over it.

Oh yeah, I paid $200 for it.

After I pushed it to my dads house (got it from his neighbor)
