Make sure there is slack in the throttle itself , it should move slightly in/out , and have movement before the cable moves (free play) it should have the play even with the bars turned all the way in either direction , most likely when you re-assembled the carb , you did not set the cable that adjusts the free play properly at the carb (one is just tightened down to bottom out , the other has a lock nut and this is where you adjust the free play) , loosen the lock nut and turn the set crew in or out a bit and try the throttle again , keep adjusting one way or the other till the throttle "snaps" back , then set the lock nut and you should be good to go
