Need specs on CRF70 engine part - 'collar'

Can anybody provide a picture/measurements/specs of this part# and what it's purpose is? Part is backorderd and I want to assemble the motor. Parts diagram not detailed enough.
Bike is 2005 CRF70F
Part# 90603-GB0-911
COLLAR (14.8MM)
Is it just a flat washer, or a stepped 'collar' that fits into the oil hole passage?
Fits between the cylinder and the head, around an oil passageway. I will make one if I know what it is. (didn't come out of the engine when I dissasembled it!) shoddy rebuild from previous owner.
