I raised the needle on my sons crf 70 and now the throttle won't work when I screw it back on top of the carb? It works fine before screwing it in? Is there something I am not doing or a trick to get this right?

What is the throttle doing? Won't open or opens and won't drop back down? Does the slide go to the bottom of the barrel?

once I screw it on the throttle is stuck at about 1/4 throttle and it won't release when I turn the throttle it does not do anything to the throttle cable? It works perfect when it is not screwed in. Could the throttle cable be getting stuck in the spring perhaps? I guess it opens but does not drop down?

Do you see about a 1/4" of the barrel after you drop it in? You might have the slide turned 180 degrees.
