Starting from Zero. 03 wont start

Recently acquired a what appears to be bone stock 03 CRF150F3
Had been sitting un-started for more than 14 months.
So.. proceeded to resurrect. Went threw the Carb found the pilot had be upped to 40 but was completely clogged. Replaced.
Cleaned the tank & petcock of the gelatinous goo that was once gas.
New Air Filter, spark plug & oil. Adjusted the valves.
Check it had spark ..new fuel, key on gave it some choke a few kicks no cough no pop nothing.
Air ..check.
Fuel ...yup
Spark ...visible
So some help please. Electrical ? pretty simple but how do I test for function. CDI box ? I can do a compression check what should I expect?
Are there baseline carb settings IE needle float jets screws/turns?

Hi needragr and welcome to the site.

Did you flush and blow air through the carb passage ways whilst you had it apart?
There may still be some jellied fuel in there.
How bright/fat was the spark at the plug.

Try putting a spoonful of fuel down the spark plug hole and reinstall the plug and give it a kick. That may help identify if the fuel is getting to the engine or not.

Either that or pull the air filter open the throttle and squirt some ether into the engine.

I agree with Ray , it sounds like there is no fuel getting to the plug , and you most likely have a internal blockage somewhere in the carb , try the gas in the plug hole and see if it tries to start , if it does that confirms its a fuel starvation issue .. ;)
