Correct on the process. Yes it should be; per the manual AND if you have a torque wrench. I, personnally, have never owned a torque wrench. I just (and this may get me a ration from anal mechanic types) cinch it down nice and tight. In the 35 years I have owned and wrenched my own bikes I have never had an issue. I'd venture to say the mechanic at your local dealer/shop does the same thing.
