My friend rode his 04 230 with the choke fully on and kept the revs high to keep it from dying . After i told him and he turned the choke off the bike was idling high. I thought maybe the high suction in the card unclogged the jets and made the idle higher, so i turned the idle down. But the half choke seems to not be working. so any thoughts?

The high idle is the result of too much fuel (rich). The choke adds more fuel, but since you are already pumping too much in it is having no (or a negative) affect. Clean out the carb. If the bike was running fine at one point then clean out the carb. If the bike has never run well, then clean the carb and install a smaller pilot jet.
