A lot depends on your mechanical skill level. I have bought many bikes, street and dirt that are in that same scenario. Little bit of effort and you have a bike worth 2-3 times the original investment. How much you feel that you are getting the real story and how much you can evaluate yourself gives you the basis for buying or passing or making an offer. $1000 for the bike by looks in the picture alone looks like a great deal. Maybe see if the seller will let you put the battery in just to get the bike to rollover and give you a gut feel might not be a bad thought ? Go with what your gut tells you.
